When you lock the screen in GNOME, Workrave continues the countdown. It shouldn't, because when the screen is locked you're not working on the computer. Version: 1.9.1-2ubuntu1

Workrave should stop counting down when you become idle, also during a screen lock. - Did you manually lock the screen of from a restbreak window? - Do have the timer settings "Suspend timer when inactive" enabled or disabled for the break that continues to countdown?

No. I sometimes pause to read stuff while keeping my hands on the keyboard.

Starting 1.9.3, Workrave will suspend all timers while the screen is locked.
