David Kågedal suggested the following via Launchpad: "The bees and noises that workrave produces should be classified as "sound event" and fall under the same category as the system events in PulseAudio. This will avoid making the sounds too lout, for instance. This means that they should be marked with media.role=event, which is really simple: http://pulseaudio.org/wiki/ApplicationProperties It can even be done in a wrapper setting the environment variable PULSE_PROP='media.role=event', or perhaps PULSE_PROP_media_role=event (I've seen both) If workrave used libcanberra, it would be solved automatically."
