If I deselect the "Show postpone and skip buttons" in the Rest Break preferences, the buttons do not appear during a timed Rest break. But if I manually force a Rest Break from <right click on the Workrave toolbar>, Rest Break, these buttons still appear.

This behavior is intentional. You can always skip/postpone breaks you started yourself.
