The application is in "Off" mode, and will not be switched to "On" thrue the GUI.
Remedy: change the value of register entry "operation-mode" from 1 to 0

I'm on win XP sp2 5.1 home

This is a duplicate of 598. Either

- install nightly build
- open mainwindow and change mode there
- right click on tray icon, then right click on Mode menu, then right click on
'normal'. If you don't right click on the Mode menu (but wait for the menu to
appear without clicking), the submenu won't work....
