When 'rest' dialog pops up for mini-rests and some user activity is still happening, window flashes for some time (orange border), and when any user activity ceases, flashing stops and progres bars stops as well.

So you have to cancel dialog manually.

Do you have 'Suspend timer when inactive' disabled?

Yeas, it is disabled (meaning checkbox is not checked)

This bug has been identified and will be fixed in 1.8.5

If you can't wait, please uninstall your current version (reboot might be required) and then install a recent nightly.
