The current rationale for having the mode not persistent is based on the fact that one might forget to turn Workrave on again after turning it off (temporarily).

Flaws:
- We have a lot of users that use hibernation, hence, not having the setting persist does not help for them
- It is only of partial help in other cases: if you've turned on quiet during the morning, it (not persisting) will indeed help next day, but definately not for the remainder of the day.

Course of action:
- Short term: make settings persist
- Long term: if really needed, pop up a dialog allowing the user to (optionally) specify a time duration after which the quiet/silent mode is to be disabled again.
- No-go: add a preference whether or not mode should persist -- this is not helpful.

Done, tested on W32. Rob, perhaps you can verify on Linux that the applet is properly synced, especially with respect to the mode menu.
