While in the middle of a break, I can use the task bar (or alt-tab) to switch
applications (even though you can't use them), or the start-menu to start new
applications.

Taskbar can be used both by mouse and by keyboard (though I've also seen one
instance where mouse was blocked but keyboard wasn't)

The blocking mechanism is as good as it gets...
