(sounds goofy, I know)

The idea being to allow the user to track the total time in front of the computer whether reading/typing/whatever. I'd like to have the ability for the tool to remind me to just get up and walk around every 45 minutes.

One answer here might be to simply not stop the timer unless inactivity is detected for some configurable amount of time (I might set it for 5 minutes).

You could try selecting "Reading mode" from the menu. That should be pretty close.
