The daily limit clock seems to stop when the computer is idle. I don't expect this to happen. I may be reading a printed document for example. The daily limit clock should not stop just because I am not typing and the mouse is not moving or the screen is locked.

The daily limit counts the amount of time your are actively using the computer. So this is intended behaviour. You can turn on the 'reading mode' if you want workrave to keep the timers running while reading.
