Does Workrave crash each time you open the preferences? 

It seems Workrave crashes in pango (font rendering). Could you please try a snapshot from http://snapshots.workrave.org/20110922/. This version uses a never pango version.

yes every time. crashes also with http://snapshots.workrave.org/20110922/workrave-win32-v1_9_4-111-g622f494546-20110922-installer.exe

Registry export to change Workrave's locale to English

I noticed you use Workrave in Estonian. Could you try to import the registry export I attached to this bug (second attachment). This should select English as language for Workrave.
